Greenfield: It's time to ban political prognosticating

I?ve tried, really I have.

But I just can?t.

Every time I start to write about why Clinton, Biden, Rubio, Christie, Ryan, Cuomo, O?Malley, Paul, Walker, Warren will or won?t run or will win or lose, reminders of the past begin to play in my mind. And I?m reminded of how often and how quickly rock-solid political certainties have crumbled.

Suppose, for example, you were looking at the political landscape in 1989, just after the Republicans won the White House for the third consecutive time. You would note that the GOP won every Southern state, all eight states in the interior West, four of the six New England states, and New Jersey, Illinois and California?each of them for the sixth consecutive presidential election. You?d observe that since 1964, the Republicans had won five of six presidential elections, losing only the post-Watergate contest of 1976. You?d echo the dominant piece of political wisdom: that the Republican Party had an ?electoral lock? on the White House.

If someone had suggested back then that New Jersey, Illinois and California would each record Democratic landslides or near-landslides for the next six presidential elections, you?d have shaken your head at such obvious political ignorance.

Or suppose it was the morning after the 2004 election, when George W. Bush won the pivotal state of Ohio in part because social conservatives turned out to approve a ban on gay marriage?as did voters in all 13 states where the issue was on the ballot. Would you have dared assume that eight years later, voters in four states either sanctioned gay marriage or refused to prohibit it? Or that when President Barack Obama belatedly endorsed the idea, he was accused of changing his mind for political advantage?

Of course not. You?d have been asked, ?What have you been smoking?? (That?s the same question you?d have been asked a few elections back if you?d predicted that voters would approve the use of recreational marijuana, which voters in two states did in November.)

Not so long ago, every election cycle would feature a hundred voices intoning, ?No one has ever won the White House without first winning the New Hampshire primary.? Now a footnote is required: ?except the last three presidents.?

Until last year, it was a political rule of near-scientific certainty: ?No Republican has won the nomination without winning the South Carolina primary.? Newt Gingrich and Mitt Romney laid that one to rest.
Until the 2000 election, religiosity told us almost nothing about political preferences. Since that election, it?s been one of the more reliable indicators: Regular churchgoers lean heavily Republican; less observant or secular voters lean heavily Democratic.

So just how confident can a prognosticator be in assuming that the demographics of the 2012 election are reliable guides to the future? If congressional Republicans really embrace immigration reform and if a Hispanic winds up on the GOP national ticket in 2016, can Democrats continue to rely on winning the Latino vote by a near 3-to-1 margin, as they did last November? For its part, can the Republican Party embrace a version of immigration reform that alienates a significant part of its base without risking defections, possibly in the form of a third party?

These questions pale in the face of those ?unknown unknowns? that so often upend core political assumptions. After the LBJ-Goldwater campaign of 1964, last rites were being administered to the Republican Party. Within a year, the escalation of the Vietnam War, along with racial and generational conflict at home, had pulled the Democratic Party apart.

After the Republican capture of the Senate in 2002, and George W. Bush?s re-election as president two years later, Karl Rove argued that his party had been ?rebranded? and was well on its way to becoming a more or less permanent majority, much as William McKinley had led Republicans to dominance a century earlier. Iraq, Katrina and a global financial meltdown took care of that prophecy.

So, much as I?d love to join my colleagues in confidently charting the future, history tells me this is a fool?s errand.

Besides, if you had co-authored a book in 1971 that predicted that the next president of the United States would be New York Mayor John Lindsay, you?d be a bit gun-shy, too.

'Scary': Up to 50 million home network devices vulnerable to hack

BOSTON (Reuters) - Bugs in widely used networking technology expose tens of millions of personal computers, printers and storage drives to attack by hackers over the regular Internet, researchers with a security software maker said.?

The problem lies in computer routers and other networking equipment that use a commonly employed standard known as Universal Plug and Play or UPnP. UPnP makes it easy for networks to identify and communicate with equipment, reducing the amount of work it takes to set up networks.?

Security software maker Rapid7 said in a white paper to be released Tuesday that it discovered between 40 million and 50 million devices that were vulnerable to attack due to three separate sets of problems that the firm's researchers have identified with the UPnP standard.

The long list of devices includes products from manufacturers including Belkin, D-Link, Cisco's Linksys division and Netgear.?

Representatives for Belkin, D-Link, Linksys and Netgear could not be reached for comment on Monday evening.?

Chris Wysopal, chief technology officer of security software firm Veracode, said he believed that publication of Rapid7's findings would draw widespread attention to the still emerging area of UPnP security, prompting other security researchers to search for more bugs in UPnP.

"This definitely falls into the scary category," said Wysopal, who reviewed Rapid7's findings ahead of their publication. "There is going to be a lot more research on this. And the follow-on research could be a lot scarier."?

Rapid7 has privately alerted electronics makers about the problem through the CERT Coordination Center, a group at the Carnegie Mellon Software Engineering Institute that helps researchers report vulnerabilities to affected companies.?

"This is the most pervasive bug I've ever seen," said HD Moore, chief technology officer for Rapid7. He discussed the research with Reuters late on Monday.

Moore, who created a widely used platform known as Metasploit that allows security experts to simulate network attacks, said that he expected CERT to release a public warning about the flaw on Tuesday. A spokesman for the CERT Coordination Center declined to comment.?

A source with a networking equipment maker confirmed they had been alerted that CERT would issue an advisory on Tuesday and that companies were preparing to respond.?

Taking control
The flaws could allow hackers to access confidential files, steal passwords, take full control over PCs as well as remotely access devices such as webcams, printers and security systems, according to Rapid7.?

Moore said that there were bugs in most of the devices he tested and that device manufacturers will need to release software updates to remedy the problems.?

He said that is unlikely to happen quickly.?

In the meantime, he advised computer users to quickly use a free tool released by Rapid7 to identify vulnerable gear, then disable the UPnP functionality in that equipment.?

Moore said hackers have not widely exploited the UPnP vulnerabilities to launch attacks, but both Moore and Wysopal expected they may start to do so after the findings are publicized.?

Still, Moore said he decided to disclose the flaws in a bid to pressure equipment makers to fix the bugs and generally pay more attention to security.?

People who own devices with UPnP enabled may not be aware of it because new routers, printers, media servers, Web cameras, storage drives and "smart" or Web-connected TVs are often shipped with that functionality turned on by default.?

"You can't stay silent about something like this," he said. "These devices seem to have had the same level of core security for decades. Nobody seems to really care about them."?

Veracode's Wysopal said that some hackers have likely already exploited the flaws to launch attacks, but in relatively small numbers, choosing victims one at a time.?

"If they are going after executives and government officials, then they will probably look for their home networks and exploit this vulnerability," he said.?

Rapid7 is advising businesses and consumers alike to disable UPnP in devices that they suspect may be vulnerable to attack. The firm has released a tool to help identify those devices on its website.?

Nexus 7 Release Date 2013: Will Google Release Second Generation Nexus Tablet This Summer?

A new report from a Chinese tech blog suggests that Google and China-based Asustek (ASUS) are planning to release a new Nexus 7 to compete with the upcoming slew of mid-range tablets set for release during 2013.

While Google's first ?foray into the world of 7-inch tablets has been met with both critic and consumer approval, the Nexus 7 is beginning to show its age, and will soon be unable to stand toe-to-toe with similarly sized tablets. With Apple and Samsung each planning new mid-range tablet releases this year -- the iPad mini with Retina display and Galaxy Note 8.0 respectively -- it only makes sense that Google and ASUS move forward with plans to release an updated Nexus 7. Prior rumors have also suggested the company is also working on an updated Nexus 10 as well; however, neither Asus or Google have confirmed either report at this time.

According to DigiTimes, an outlet known to be fairly hit-or-miss with these sorts of rumors, the new Nexus 7 will ship with a thinner build, full 1080p display, faster processor, and a new iteration of the "Jelly Bean" Android build. Google and ASUS hope to ship 10 million of the refreshed Nexus 7's before the end of 2013, a lofty goal which would certainly suggest that the two companies will be aiming to get the updated tablet in consumers' hands as soon as possible.

First generation Nexus 7 sales have been strong since the tablet's release last July, with inside sources revealing that the popular 7-inch tablet was moving one million units per month as of December 2012. Prior to December, the tablet was consistently moving 700,000 - 800,000 every 30 days according to Asus. It's also believed that the original Nexus 7 sold at least five million units by the end of 2012. Given the strong sales numbers posted during its first year on the market, a follow-up to the Nexus 7 seemed like a no-brainer to many observers, analysts, and fans of the tablet.

The report says that the second-generation Nexus 7 will be officially revealed sometime during May 2013, with tablet sales presumably beginning soon after the announcement, if not the very same day. Pricing is expected to remain the same as existing Nexus 7 models, with a new 16GB Nexus 7 shipping for $199, and the 32GB shipping for $249 (Wi-Fi) or $299 (AT&T/T-Mobile HSPA+).

Previous iterations of the Nexus 7 (original, HSPA+) went on sale the same day they were announced by the company; however, customers were forced to wait a few weeks before each prior model began shipping. For that reason, we'd be shocked to see the Nexus 7 in customers' hands before June 2013 at the earliest; however, we'd also love to see that prediction proven wrong.

Seniors With Hearing Loss at Risk for Cognitive Deficits: Study

Researchers have determined that individuals with hearing loss are also at risk for cognitive deficits sooner than those with normal hearing. This has major implications for seniors, for whom hearing loss is one of the most common health problems.

A team from Johns Hopkins Medicine published the results of their study in JAMA Internal Medicine. The lead author was Dr. Frank Lin, an epidemiologist and hearing specialist noted for focusing attention on the link between hearing problems and health among the elderly, according to The New York Times.

The Johns Hopkins scientists reviewed data on 1,984 seniors who participated in the Health ABC Study, a long-term project that included the subjects with a mean age of 77 in Pittsburgh and Memphis. None showed problems with memory and thinking prior to participating.

Initial evaluations of hearing and cognitive skills occurred in 2001 and 2002. The seniors were evaluated with additional cognitive tests (but not hearing exams) three, five, and six years after the first tests.

Researchers found that yearly rates of cognitive decline in seniors with hearing problems were 41 percent greater than in those without hearing loss. Scientists consider even a five-point decline clinically significant as far as cognitive ability. The team found that while seniors with normal hearing reached a five-point decline in 10.9 years, those with a hearing loss experienced it in only 7.7 years.

Given the relationship established between hearing problems and cognitive issues, the most important finding was the need for seniors, caregivers, and medical professionals to pay more attention to the signs of hearing loss. The researchers plan to conduct an additional project to test whether various types of intervention, like the use of a hearing aid, affect the rate of cognitive decline.

Hearing loss that appears gradually with aging is known as presbycusis, according to the Mayo Clinic. It can't be reversed. Experts blame heredity and repeated exposure to loud noise as the primary culprits.

Loss of hearing is one of the health issues that most frequently plague seniors, says the National Institute on Deafness and Other Communication Disorders. It affects half of individuals older than 85 and around a third of those past 60.

My mother was my age when she began to experience hearing loss. Within a year, she spoke so loudly that listeners asked her to lower her voice. Her father had also experienced a serious hearing deficit as a senior.

Thousands of dollars spent on hearing aids failed to improve my mother's hearing. Within five years, she had trouble hearing half the words in a sentence and using a telephone. Her cognitive skills took a tumble at the same time, causing her to refer to people by the names of dead friends and relatives. Sadly, we never suspected a link between her hearing loss and a cognitive deficit. Now I know.

In an article published online Jan. 25 by the Journal of Pediatrics, Jason Misurac, M.D., and colleagues from IU and Butler University reported that nearly 3 percent of cases of pediatric acute kidney injury over a decade could be traced directly to having taken the common nonsteroidal anti-inflammatory drugs, or NSAIDs.

Although relatively few in terms of percentage of total kidney damage cases, the children with problems associated with NSAIDs included four young patients who needed dialysis, and at least seven who may have suffered permanent kidney damage, the researchers said.

"These cases, including some in which patients' kidney function will need to be monitored for years, as well as the cost of treatment, are quite significant, especially when you consider that alternatives are available and acute kidney injury from NSAIDs is avoidable," Dr. Misurac, a fellow in pediatric nephrology, said.

Although such drugs have been linked to kidney damage in small, anecdotal reports, the study reported Thursday is believed to be the first large-scale study of the incidence and impact of acute kidney injury caused by NSAIDs.

The research team evaluated medical records at Riley Hospital for Children at IU Health in Indianapolis from January 1999 through June 2010 and found 1,015 cases in which patients had been treated for acute kidney injury from any cause.

After excluding cases in which the acute kidney injuries could possibly be explained by other factors, such as diseases affecting kidney function, the researchers found 27 cases, or 2.7 percent, in which the only factors were the administration of NSAIDs. In nearly all cases, the NSAIDs were administered before the children were admitted to the hospital. Because many of the 1,015 cases involved multiple potential causes of acute kidney injury, the researchers said the 27 cases are likely an underestimate of the number of cases in which NSAIDs contributed to the kidney damage.

Among the researchers' findings:

  • Most of the children had been treated with recommended dosages.
  • All of the children under the age of 5 needed to undergo dialysis temporarily, were more likely than the older children to be placed in an intensive care unit and needed longer hospital stays.
  • The average cost for hospital and kidney specialist fees in the 27 cases was nearly $13,500, and the costs were much higher for younger children. At least $375,000 was spent on the NSAID-associated kidney injury cases at Riley Hospital over the study period, the researchers said, but billing data for other specialists were not available in the database, suggesting that the actual costs were likely much higher.

NSAIDs affect kidney function by restricting blood flow to the blood-filtering components of the kidneys, which suggests the risks from the drugs are greater among children who are dehydrated due to the effects of their illness, such as vomiting or diarrhea, Dr. Misurac said.

Fever is normal during an infection and not in itself dangerous, he noted, so "one alternative to NSAIDs would be acetaminophen, but another alternative would be no medication at all, at least for a while, to let the body fight the infection."

business marketingBusiness Marketing. The three c?s of business marketing. So excited for these next ninety days, can hardly stand it. Since I left my old world of advertising and even art ? in terms of traditional methods and going online, I absolutely LOVE what I?ve learned about business.

I used to believe if you made a great product (amazing art, etc) that your exposure would naturally happen, you?d capture an audience and of course, covert.

What I didn?t know at the time, was that I was basically playing the lottery with my career. Forget creating art or your product for just a moment. The create part of your business is more along the lines of what you?re doing to create an ?audience? to see your work.

Now, we need tons of traffic (people) to see our product and there has to be a way to capture their info. Step A is all for nothing if step B is not followed through. You truly do have to be a Guru to get your website in front of new, high traffic each day and that process, no fooling, is either a lot of expertise and/or time. Average Joe, if he knows what he?s doing ? about 3 years.

Congress often gives itself more breathing room. In other words, it kicks the can down the road.

It's an overused expression nearly everybody scoffs at or denounces. Yet lots of cans litter the road ahead.

The House on Wednesday voted to delay a looming showdown over the government's debt ceiling until May.

"It's not perfect. But perfect may not get passed in this House," said House Rules Committee Chairman Pete Sessions, R-Texas.

Congress and President Barack Obama barely avoided a New Years' Day "fiscal cliff" of mandatory tax increases and spending cuts by scrapping most of the tax hikes and putting off a decision on the spending cuts until March.

The Senate is now weighing a Democratic proposal to put limits on the use of filibusters to delay votes or nominations. Republicans have used the potent tactic to block many Democratic measures ? as Democrats did themselves when they were in the minority

"Some have suggested that one's view of the filibuster depends on where one sits," says Senate Minority Leader Mitch McConnell, R-Ky.

Not only Congress delays things.

Obama last January postponed until after the election acting on a Canada-U.S. oil pipeline opposed by environmentalists. A decision is still pending.

Sometimes there are valid reasons for delay.

On Wednesday, Secretary of State Hillary Rodham Clinton gave long-awaited testimony on Capitol Hill on the deadly Sept. 11, 2012, raid on the U.S. Consulate in Benghazi, Libya. She was to appear last month, but illness forced the postponement.

"We have to recognize we're in for a long-term struggle here," Clinton told senators, referring to that volatile part of the world.

The Senate hasn't passed an annual budget in four years.

So House Republicans have proposed withholding pay for either House or Senate members if their respective chamber fails to pass a budget plan.

They're attaching it to the legislation to delay the debt limit.

An infant?s developing brain is powerfully influenced by positive or negative early experiences.

The brain undergoes its most dramatic development during pregnancy and throughout the first three years of life. Scientific studies have shown that positive engagement between new parents and their infant child is a key to healthy development and long-term well-being.

There are a number of impacts that can adversely influence a child?s early development, including being raised in poverty and not having inadequate access to proper medical care or a proper education. To help our most fragile families, programs such as Health Families were created to promote positive childhood development and strengthen family bonds.

The Coconino County Public Health Services District?s nationally accredited Healthy Families Program focuses on family relationships by promoting healthy parent-child interaction, supporting child development skills, monitoring health and safety practices within families and providing links to community resources in order to improve family self-sufficiency.

The program is available for new mothers with infants less than three months of age and pregnant women. While in the program, a child?s development is continually monitored to ensure they are being raised healthy and have a better chance for leading a more productive adult life.

Healthy Families home visitors support parents with a strength-based and family-centered approach designed to support attachment, bonding and healthy baby outcomes.

The home visitor also works to ensure that the child?s home is sufficiently stimulating to foster learning and healthy development. The parent?s expectations and attitudes toward the infant, as well as their own levels of stress, social isolation, history of childhood abuse, substance abuse and mental illness are critical considerations in the weekly visits conducted by the home visitors.

Of those children enrolled in the program, 95 percent are linked to a medical provider and 90 percent of targeted children are current with their immunizations. Such results promote better health outcomes for children.

Parents have reported significant positive changes in support, problem solving, personal care, use of community resources, home environment, parenting ability and decreased depression. According to the RAND Corporation, research shows that children participating in these programs are better prepared when they enter kindergarten, are more likely to succeed in school, have better performance when they enter the workforce, and are less likely to draw on public resources from welfare to criminal justice.

The CCPHSD Healthy Families Program is voluntary, free and can serve the family until the child turns 5 years old. This relationship-based model is designed to support the parent?s experience, provide continuity for the emerging relationship between parent and baby and ensure healthy outcomes for the child.

Taliban to Prince Harry: ?It?s not a game; it?s very, very real?

Taliban leaders have fired back at Prince Harry over the royal's comments that piloting a helicopter in Afghanistan?where he says he killed insurgents during his recent tour of duty?is like playing a video game.

Harry, who co-piloted an Apache helicopter during his 20-week tour, made the comparison in an interview broadcast by the BBC Monday night.

?It?s a joy for me because I?m one of those people who loves playing PlayStation and Xbox," the 28-year-old said. "So with my thumbs I like to think I?m probably quite useful."

The Taliban did not appreciate the comparison.

?This statement is not even worth condemning. It is worse than that,? Zabihullah Mujahid, a Taliban spokesman, told London's Telegraph. ?To describe the war in Afghanistan as a game demeans anyone?especially a prince, who is supposed to be made of better things.?

Mujahid continued: ?It shows the lack of understanding, of knowledge. It shows they are unfamiliar with the situation and shows why they are losing. ... It?s not a game. It?s very, very real."

In comments published in the Daily Mirror on Monday, Harry confirmed that he killed Taliban insurgents during his deployment.

?Yeah, so lots of people have," Harry said. "The squadron?s been out here. Everyone?s fired a certain amount."

The prince, known as Captain Wales and nicknamed "Ugly," said he fired on the Taliban during an attack on Camp Bastion in southern Afghanistan last fall. ?Take a life to save a life," he said. "That?s what we revolve around, I suppose."

A few days before the insurgent attack on Camp Bastion, Mujahid had told Reuters: "We are using all our strength to get rid of him, either by killing or kidnapping."

Sharifullah Kamawal, a member of the Afghan parliament, told the Telegraph that Harry's latest comments could disrupt relations between soldiers and locals there.

?This makes the withdrawal process much faster, because for now half of the people say the foreign forces must stay for longer," Kamawal said. "But if they say these kind of things, then more people will want them to go home."

Energy Drinks Blamed For Boost In Emergency Room Visits : Bay ...

Should emergency rooms track the number of people who get hurt or sick after drinking coffee? That?s what the maker of Monster energy drinks suggests in response to a recent report that emergency-room visits involving caffeine-laced energy drinks doubled from 2007 to 2011.

The energy drink maker took issue with the report, pointing out that there was no evidence in the federal government?s survey that energy drinks caused the people?s health problem ? and that energy drinks aren?t the only way to slug caffeine.

?The report did not even look at ER visits associated with coffee consumption and could not say whether people who had consumed significant quantities of caffeine from coffee or other sources so not likewise visit the ER,? Monster Beverage Corp. said in a statement. As we?ve reported recently, young people are drinking more coffee for the extra jolt these days.

True, most people don?t confess to having downed a latte when they show up sick at the ER. But public health officials and lawmakers say energy drinks pose unique hazards because they?re often sold in large sizes that deliver a potent dose of caffeine. They?re flavored and colored to look like soft drinks, making them more appealing to children and teenagers than a cup of coffee. That gives the impression that there?s no downside to drinking a lot, even though consuming large amounts of caffeine can cause problems like rapid heartbeat, muscle tremors, and seizures.

Last fall, the Food and Drug Administration confirmed that it has received five reports of people dying after drinking caffeinated energy drinks, including a 14 year-old Maryland girl. The agency says there?s no proof that the drinks caused the deaths, but it?s now investigating energy-drink safety. And the Federal Trade Commission is looking into the manufacturers? marketing, which, among other things, claims the drinks improve energy and concentration.

The new numbers on emergency-department visits come from the Substance Abuse and Mental Health Services Administration, which tracks drug-related ER visits. They found that energy-drink related visits rose from 10,068 in 2007 to 20,782 in 2011. That?s out of more than 1 million drug-related ER visits, the agency says. Before 2007, energy drink incidents were too few to report, the paper says.

About 60 percent of the people were seeking help with adverse reactions to the energy drink alone, while 27 percent had also taken prescription drugs. Another 13 percent had downed energy drinks and alcohol, while 10 percent had combined energy drinks and illegal drugs. Teenagers and young adults were most likely to end up in the ER.

The facepalm stat: Nine percent of the unfortunates had combined energy drinks with prescription stimulants like Ritalin, giving them a double dose of chemical buzz.

The SAMHSA study doesn?t prove that the drinks caused the health problems, but tracks with other studies that have found health problems with energy drinks. People who combine energy drinks with alcohol are more likely to get drunk, and drive drunk, according to a 2010 study.

The SAMHSA report prompted three congressmen to renew their call for companies to fully disclose energy-drink ingredients, and provide evidence to support marketing claims.

?There is very clearly a lack of understanding about the health effects of energy drinks and their ingredients especially on children and adolescents,? Sen. Richard Blumenthal, D-Conn., said in a statement.

And last Thursday, Chicago Alderman Edward Burke proposed a citywide ban on sales of energy drinks. ?Chicago ought to be on the forefront of public awareness and education about the potential dangers of these products,? he told a local TV station. No word on whether the rest of the city council backs the notion of a buzz-free Windy City.

Building a Home: Construction Financing | Falls Church Real Estate ...

So you?ve decided to purchase a new-construction home. This series of posts will detail the process from start to finish, and hopefully give you a good idea of what to expect throughout the process. In part one, we?ll look at how to get started by securing construction financing and what to expect from the lender.

Financing New Construction

The first thing you should do before embarking on the journey of building a home is to secure financing. Actually, this is true no matter what type of home you?re buying, be it resale or new construction. You need to know how much house you can afford.

You?ll need to shop for lenders. Compare rates and loan terms. Construction loans sometimes have a higher interest rate than a traditional resale mortgage. During construction you may be paying a bit more in interest, but when the project is finished, the construction loan will convert to a long-term note and you should be able to get a lower rate going forward.

Be aware of the time limit on the construction loan. If the loan term is for nine months, be sure the builder can complete construction in that time, or you?ll likely be paying penalties every month that construction drags on (this happened to a member of our team). The penalty will vary from lender to lender, so it?s important to ask about this when shopping around.

Construction financing differs from a mortgage used to buy a resale home in other ways, as well. For starters, the bank has to approve your builder. Some of the larger builders will already be approved by multiple banks, or they may have an in-house or affiliated lender that offers incentives to use them. You might get some discounts if you go with an affiliated lender, and sometimes this is the most cost-effective way to go. But don?t be afraid to comparison shop. Building a home is a huge undertaking, and you want to be diligent every step of the way.

If you go with a smaller builder, then the bank will likely need to check out the company finances before they will give the go-ahead to your project. This protects both you and the lender, and any reputable builder will be happy to provide the necessary paperwork to gain approval. If a builder balks at this, this should raise red flags. The last thing you need is for a builder to go belly up in the middle of building your home.

Another difference with construction loans: The bank holds onto the money and makes payments to the builder in installments, called draws. Before the bank will release a draw to the builder, an inspection will be scheduled to make sure work on the house is progressing in a timely manner and the work is up to par. Some banks require the borrowers? permission to release the funds. If possible, go to the house yourself to check and make sure the work that has been done is what is in the contract. If there?s a problem, notify the builder and the bank immediately. And consult an attorney before withholding payment.

As with all financing, do your research. Ask questions about the process, fees, terms, etc, so you don?t wind up surprised at any point during the process. Building a home can be stressful, but some of that stress can be reduced if you understand what you?re getting into, starting with the construction financing.

Dell debates going private, Microsoft to pay billions to help make it happen?

The rumor mill's been running at full bore for about a week now, with unnamed sources explaining that Dell wants to become a private company, perhaps because of its recent lackluster financial performance. Today, the volume of those rumors has gotten louder. Both CNBC and the Wall Street Journal report that Microsoft is looking to help buy out the PC maker, paying a grand chunk -- between $1 and $3 billion -- of the price to buy out Dell's publicly-owned shares. According to Reuters' sources, Michael Dell and friends have formed a committee to evaluate any such deals or offers, but naturally, any other details about Microsoft's (or anyone else's) involvement are few and far between. We've reached out to both Dell and Microsoft for comment, and we'll update our post here as we learn more.

Beyonce, Clarkson, Taylor deliver at inauguration

Beyonce, Kelly Clarkson and James Taylor are used to performing before thousands, but their audience today, on the most national of stages, far exceeded that. The three singers each performed songs that were part of President Barack Obama's second inauguration, and each one of them brought their best for the ceremony.

First up was James Taylor, who followed the swearing in of Vice President Joe Biden. As the only musician who was playing his own accompaniment, Taylor was spotted blowing warm air on his hands before strapping on his acoustic guitar for and a short, sweet arrangement of "America the Beautiful."

Kelly Clarkson was the second singer to perform. She followed the president's inaugural address. You'd think that would be a tough act to follow, but after Clarkson sang "My Country Tis of Thee," even Sen. Charles Schumer (who was leading the cermonies) was moved. He summed it up perfectly and said into the microphone so everyone on the mall could hear, "Wow."

The final vocal performance came from Beyonce. Taking the stage after the benediction from Rev. Luis Leon, Beyonce did her Beyonce thing, belting out a rendition of the National Anthem that all future national anthems might just be measured against.

India's enigmatic Gandhi embraces politics in emotive speech

JAIPUR, India (Reuters) - Rahul Gandhi embraced his role as a leading contender for India's next prime minister in a speech on Sunday that spoke of his family's tragic history but yielded few clues about his views on politics and the economy.

Gandhi is heir to a dynasty that began with India's first prime minister Jawaharlal Nehru and is now headed by his mother, Sonia Gandhi, president of the ruling Congress party. His background and relative youth make him the party's main hope for elections due next year in the world's largest democracy.

His father Rajiv and grandmother Indira were both prime ministers and were both assassinated, which the 42-year-old Rahul suggested was a factor in his earlier reluctance to assume a big role in one of the world's oldest and largest political parties.

Sharing a stage with Prime Minister Manmohan Singh, the finance minister and other leading members of the cabinet, Gandhi told a packed auditorium of party workers about playing badminton with the men who shot his grandmother when he was eight years old.

"I was taught how to play in my grandmother's house by two policemen who protected my grandmother. They were my friends, then one day they killed my grandmother and took away the balance in my life," Gandhi told the rapt audience.

"Last night my mother came to my room and she cried," he said. "She cried because she understands the power that so many people seek is actually a poison. She can see it, what it does to people around and to the people they love," he said.

Late on Saturday at a weekend long brainstorming meeting, Gandhi was anointed vice-president of the party, which carried India to independence from the British and has ruled for much of the 66 years since, headed four times by his kin.

Congress won a second consecutive term leading the governing coalition in 2009 thanks to fast economic growth and welfare policies that helped the rural poor.

Since then it has disappointed voters, especially in the fast-growing cities, with a string of corruption scandals and a weaker economy. But it faces a divided opposition and still has a fair chance of returning to power in the next elections.

Scalded by spontaneous anti-rape and corruption protests near the seat of government in New Delhi, the party is scrambling to win over an angry and influential young urban population. Gandhi represents the party's youth wing, and his emergence as a new leader is an attempt to project a fresh face for the 127-year-old organization.

The speech was widely praised as "inspirational" by party members and analysts, but the previously reticent leader, who led two losing campaigns at state level, will now have to prove himself leading up to a general election due next year.

Gandhi has been silent for most of the past 12 months and is rarely heard in parliament where he was elected eight years ago.

At the weekend-long meeting in Jaipur where he spoke, he kept mostly out of sight, absent on stage even as the octogenarian prime minister sat cross-legged on a mattress listening to speech after speech praising the young Gandhi.

He is widely seen as a shy character who has entered politics because his party requires a unifying figure, more than from personal drive.

"He might give you the feeling that he is a little lost or something, that he's shy of words, but once he knows you he's as sharp as a whip," said one regional party spokesman who has met Gandhi.

"He becomes a little different once he's comfortable, and we have to appreciate ... that he had a sheltered kind of upbringing, through no fault of his, because of the security concerns."

Gandhi has so far said little about his views on how best to manage Asia's third-largest economy, which is headed for the slowest rate of growth in a decade this financial year.

In his speech, he called for an end to "red tape and outdated laws" that slow job creation. Along with his mother he has recently thrown his weight behind economic reforms that Prime Minister Singh has pushed in a bid to revive growth and stabilize the economy.

With no direct reference to his own hereditary ascent to prominence, Gandhi lashed out at entrenched elites he said stifled talent in India and fed discontent among the youth.

"Power is grossly centralized in our country, we only empower people at the top of a system," he said.

The theme of youth that dominated the three-day meeting, called to analyze challenges the party faces before the elections, echoed the 1980s era that brought his father Rajiv Gandhi into politics after the death of Indira Gandhi.

His father failed to overhaul the party but is widely credited with ushering in the telecoms and technology revolutions that have driven India's economic growth ever since.

Gandhi's address appeared to draw from U.S. President Barack Obama's narrative-driven rhetoric, with a repeated theme of hope and heartfelt anecdotes in the speech, breaking with a tradition of dry, technical speeches from Indian politicians.

"This is the Congress party's Obama moment," Jairam Ramesh, India's rural development minister told Reuters before the speech, predicting Gandhi's new prominence would energize the party's base.

But a cabinet minister close to the party leadership warned that the task ahead for Gandhi was not easy.

"The challenges are many, the expectations are many," said the minister. "He has his work cut out. Competition is intense. It will be baptism by fire."

(AP) ? Senate Democrats intend to approve a budget for the first time in almost four years, a prominent lawmaker said Sunday, but he said it will call for higher tax revenues that Republicans are sure to oppose.

Sen. Chuck Schumer, D-N.Y., also said an announcement by House Republicans that they plan to approve a short-term increase in the nation's borrowing limit without demanding spending cuts was "positive step." He added, though, the extension should be longer than the three months they have outlined.

"We don't want to play fiscal cliff every three months," Schumer said.

Republicans in recent days have backed away from their insistence that they would not increase the nation's borrowing limit ? known as the debt ceiling ? without deep spending concessions. If the new proposal holds, the shift would clear the way for Congress to avoid a potential government default this spring.

But GOP officials insist that they will not move unless Senate Democrats give them the debate over the federal budget they have been denied for years.

"All of us losing our pay if we don't pass a budget is the right thing to do," said Sen. Roy Blunt of Missouri, vice chair of the Senate Republican Conference.

Sen. Ted Cruz, a Texas Republican and a favorite of tea partyers, said he supports the strategy from his party's leaders in the House.

"There is no doubt the Senate hadn't done its job," said Cruz, who was elected to his first term in November. "It's been nearly four years since it's passed a budget. And the Senate should pass a budget."

The Senate Republicans will get a budget from the Democrats, Schumer said.

"We Democrats have always intended to do a budget this year," Schumer said, adding the Democrats' budget would raise taxes while offering overhauls to the tax code likely to find Republican support.

"We're going to do a budget this year and it's going to have revenues in it. And our Republican colleagues better get used to that fact," Schumer added hours before President Barack Obama began his second term, which officially began at noon Sunday and will be heralded with celebrations around the capital city a day later.

The White House, too, said it remained committed to what officials called a "balanced" approach to cutting the nation's $16.4 trillion nation debt. Asked by ABC's George Stephanopolous whether Obama "will only sign a budget deal if it includes new revenues," White House senior adviser David Plouffe agreed.

"Yes, it's got to be balanced," said Plouffe, who expects to leave his first-floor West Wing office soon. "We need spending cuts, entitlement reform and revenue. We have to have that."

Plouffe said the new Republican strategy reflects a weak opposition after November's election that gave Obama a second term.

"This is a big departure for them, you know?" Plouffe said of Republican lawmakers' change of course.

House Republican leaders on Friday offered Obama a three-month increase to the nation's credit card and a dodge to a looming, market-rattling debt crisis. They backed off demands that any immediate extension of the government's borrowing authority be accompanied by stiff spending cuts.

They also added a caveat designed to prod Senate Democrats to pass a budget: no pay for lawmakers if there again is no budget passed this year. House Republicans have passed budgets for two consecutive years; the Democratic-controlled Senate last passed a complete budget in 2009.

Plouffe said the three-month extension "is no way to run an economy or a railroad or anything else" and seemed cool on the GOP's short-term proposal. Yet he said Obama would review Republicans' ideas.

"We haven't seen what they're proposing, and they're going to have to pass it," he said, hinting at House Speaker John Boehner's difficulty in rounding up enough votes within his caucus to pass his own party's proposals.

Schumer and Cruz spoke with NBC's "Meet the Press." Blunt spoke to "Fox News Sunday." Plouffe appeared on CNN's "State of the Union," ''ABC's "This Week" and CBS' "Face the Nation."

No House Republicans appeared on the networks' Sunday morning talk shows to represent their proposal.
